Cosmed has announced the launch of a new platform for issuing certificates of free sale (CVL), an essential document required by authorities in 69 countries outside the European Union for the import of finished cosmetic products. This certificate verifies that products comply with regulation (EC) n°1223/2009, allowing them to be marketed within the EU.
Cosmed, which represents 1,030 French cosmetics companies, has been providing CVLs since 2010. In an effort to facilitate the international expansion of French brands, they introduced the new CVL platform on August 20, 2024, accessible at http://www.cosmedcvl.fr .

This innovative platform allows for bulk data imports using a straightforward Excel spreadsheet, streamlining the process of creating product catalogs. It also enables management of multiple companies or brands under a single identifier.
Additionally, a new search engine enhances the product selection process for CVLs, and users can preview CVLs before final validation to minimize errors. This feature allows companies to confirm details with foreign distributors and ensures secure online payment options, including invoice payments.
“This new platform will benefit all cosmetics companies, whether or not they are members of Cosmed. The formalities will be extremely simple, totally secure, and stored in three separate databases in France,” emphasizes Jean-Marc Giroux, President of Cosmed.
Cosmed collaborated with Map Emulsion, a digital development agency specializing in beauty brands for 17 years, to create this new site. Based in the Marseille Media Center, the agency is adept at navigating the challenges and best practices within the cosmetics sector and has established partnerships with both global leaders and emerging independent brands.
